ok, and I'd like to know if you can tell me why the ROMs server for all the current consoles is always down?

You asked for it to be moved and it has. The reason all of the recent systems roms aren't ever up is because there is no site for them. They are illegal. Because they are still commercially availavle, Nintendo could pulll an RIAA move and sue.
