Akira is set in what is called "Neo Tokyo" (Neo meaning "New in Japanese),
just after the conclusion of World War III. The city is in ruins. Drugs
run rampant in the streets. The police and the army are powerless to stop
the motorcycle gangs that patrol the city. Riots break out every day, most
end in extermination of the rioters.
One of the aforementioned bike gangs is seen at the start of the movie,
patrolling their gangs territory.
Elsewhere in the city, a man is seen with a young boy racing through the
streets. Eventually, they get to a large, open square, where the army and
police shine a searchlight on them. They are ordered to stop immideately.
The man ignores the request, and shoots out the spotlight with a gun. "He's
got a gun!", the officers yell, and shine a new light on him. Once he is
fully in their lights, the army opens fire. The child escapes, and the man
is left as little more than a bloody pulp. A girl watches the boy leave,
and notices that he simply fades away, instead of walking away.
Again, the bike gang is seen evicting rival gangs from their territory. One
of them, Tetsuo, goes off by himself, and is thought to be dead, when a
large explosion is seen where he went. However, Tetsuo isn't dead, just
badly injured. When Kaneda, the leader of the gang, arrives with the rest
of the gang, the same small boy from the square is seen. Kaneda and the boy
stare at each other for a while, until several Army helicopters arrive and
land. Officers arrest the gang, and bring Tetsuo on board. A small, fat,
child, named Masaru addresses the kid from the square, calling him Takashi.
Masaru (Who might be named Hasaru, it's tough to tell) tells Takashi to get
on the plane with him, that they aren't meant to exist in the outside world.
Takashi complies, and goes on board with Masaru and an officer, named "The
Colonel".
Evnidently, Kaneda and his gang are turned over to the local law
enforcement, but that is not directly stated in the movie, they just kind of
appear there, without the army. After being grilled with questions, they
are released. Kaneda gets a girl named Kaye released as well, hoping to
"get some". Kaye doesn't return his affections, and runs off. Kaneda is
unable to locate her in the parking lot.
The gang returns to their reform school, and are disciplined for cutting
classes. Also, Tetsuo returns to the correctional facility to meet with his
girlfriend, Kaori. Tetsuo explains about the tests that the army performed
on him, and how he never wanted to go through them again. They decide to
run as far away from Tokyo as they can, together. However, they do not have
any method of transportation, as Tetsuo's bike was destroyed in the
explosion. Tetsuo decided to steal Kaneda's high tech bike. The ride for
a while, until the bike stalls out. Tetsuo and Kaori hop off the bike, and
Tetsuo attempts to conduct repairs on it. After about 15 seconds, Kaori
notices a group of bikers coming up. At first, she thinks it is Kaneda and
his gang. Then, she realizes it's really a rival gang, the Clowns. A clown
rider hits Tetsuo over the head, knocking him out. Two others grab Kaori.
When Tetsuo comes to, he sees Kaori being beaten and raped by some of the
clowns. The clowns beat Kaori some more, until the tire of it, and move on
to Kaneda's bike. They are about to destroy it, when the real Kaneda and
his gang ride up, and beat up the clowns, except for one, the one holding
Tetsuo down.
Then, Tetsuo is seen beating the lone clown warrior. Kaneda asks Tetsuo if
he intends to kill the clown, and Tetsuo is enraged by his question. Tetsuo
staggers away from the group, until a stabbing pain erupts in his bhead, and
he crumples to the ground. A loud bell is heard, with a child saying
"Akira.kira.kira!" Tetsuo is confused by this, and is even more confused
when he sees his own internal organs fall out of his abdomen, and fall onto
the pavement. He hurredly scoops them back into himself, only to realize he
was clawing at air. His disembowelment was nothing more than a
hallucination.
A group of army vehicles pulls up, and some technicians get out, along with
the mysterious man known only as "The Colonel". Kaneda tries to pass by the
guards, and get to Tetsuo, only to be forced back. The army people get back
into the vehicles, and Tetsuo is gone. Only a single white bandage is left
fluttering around on the pavement.
